The phrase you are referring to is part of a powerful and highly recommended supplication (dua) taught by the Prophet Muhammad (ﷺ), specifically for the last ten nights of Ramadan and the night of Laylatul Qadr.
اللَّهُمَّ إِنَّكَ عَفُوٌّ تُحِبُّ الْعَفْوَ فَاعْفُ عَنِّي
Allahumma innaka ‘afuwwun tuhibbul ‘afwa fa’fu ‘anni
"O Allah, You are indeed Forgiving, You love to forgive, so forgive me".
This dua is recorded in the Sunan at-Tirmidhi (Hadith 3513) and is graded as authentic (Sahih).
It was taught by the Prophet Muhammad (ﷺ) to his wife, Aisha (ra), after she asked what she should say if she knew which night was Laylatul Qadr.
The Meaning of "Al-Afuww":
This name of Allah refers to the "Pardoner" who not only forgives sins but completely erases them and their traces from one's record.
While it can be recited anytime, it is most emphasized during the last ten nights of Ramadan to seek the immense blessings of the Night of Decree.
